Cosmetics & Personal Care Contract Manufacturer
Bring your own formula or brief to a Malaysia manufacturing partner built for brand owners: technology transfer, custom development, validation, filling, packaging, and international supply from one facility.
Built for brand owners
Your Formula, Your Specification, Our Production Discipline
HE Manufacturing works with beauty and personal care brands that have outgrown their current capacity, want a second manufacturing source, or need an Asian production base for international expansion. Contract programs run on your owned formula through technology transfer, or on a custom formulation developed to your commercial brief.
Contract manufacturing capabilities
From Technology Transfer to Repeat Production
Technology Transfer
Move an existing formula into our facility under documented trials, matched reference samples, and an agreed specification before commercial release.
Custom Development
Develop shampoo, body care, bar soap, baby care, and home care formulations from a commercial brief when a new product joins the range.
Scale-Up & Capacity
Plan batch sizes, materials, and production scheduling around your first order and annual forecast so growth does not outpace supply.
Quality & Compliance
ISO 9001, GMP, and Halal certified operations run under ISO 22716 cosmetics GMP practices with full batch traceability and release documentation.
Filling & Packaging
Bottles, pumps, sachets, bars, refills, and bulk formats with labeling, decoration, carton configuration, and artwork coordination.
Export Coordination
Documentation, testing scope, and market responsibilities mapped for the United States, European Union, Middle East, and Southeast Asia.
Contract manufacturing vs private label
Own Formula or Ours: Two Different Programs
Contract manufacturing means production of your product: your formula or your commissioned formulation, your specification, your brand. Private label and white label start instead from a manufacturer-owned formula. Brands that already have a proven product usually need the first model, and this page describes that route. If you are starting without a formula, our private label programs may fit better.
A technology transfer is validated before it is commercial. We review the formula and method, source or match raw materials, run trial batches against your reference sample, and agree the specification, testing scope, and release criteria with your technical team before the first production order is confirmed.
Many of our brand clients keep an existing manufacturer at home and add HE Manufacturing as a second source for cost, capacity, Halal certification, or proximity to Asian and Middle East markets. Dual sourcing is a normal program structure, and reference samples plus agreed specifications keep the two sites aligned.
Technology transfer pathway
From Formula Review to Released Batch
Technical Review
Assess the formula, method, materials, packaging, volumes, markets, and testing requirements for feasibility and fit.
Trial & Match
Run lab and pilot batches, match the reference sample, and confirm raw material sources and process parameters.
Validation & Specification
Agree the specification, stability and compatibility scope, quality checkpoints, and release criteria with your team.
Production & Release
Manufacture, fill, inspect, document, and release commercial batches with traceability from raw material to shipment.
Frequently asked
Cosmetics & Personal Care Contract Manufacturing, Explained
What is the difference between contract manufacturing and private label?
Contract manufacturing produces your product from your own or commissioned formula under your specification. Private label starts from a manufacturer-owned formula that you brand. HE Manufacturing runs both program types, and the brief determines which fits.
Can you manufacture a formula we already produce elsewhere?
Yes. Technology transfer is a standard program: we review the formula and method, run trial batches against your reference sample, and agree specification and release criteria before commercial production.
Can HE Manufacturing act as a second source alongside our current manufacturer?
Yes. Dual sourcing is a common structure for brands adding capacity, regional supply, or risk cover. Agreed specifications and matched reference samples keep both sites aligned.
Which product categories do you contract manufacture?
Shampoo and hair care, body care, bar soap, baby care, hotel amenities, and selected home care formats such as laundry and dishwashing products, subject to technical review of each formula.
What certifications does the facility hold?
Operations are ISO 9001, GMP, and Halal certified, with RSPO membership, US MoCRA facility registration, and ISO 22716 cosmetics GMP practices. Registration is not FDA approval; responsibilities per market are mapped at project scope.
What is your minimum order quantity for contract manufacturing?
MOQ depends on the formula, batch size, packaging, and decoration method. Share your current batch sizes and annual volumes in the brief and we confirm the commercial structure that fits.
