How ASEAN market entry works
Notification Is National, Not Regional
Cosmetic requirements across ASEAN member states are harmonised in substance through the ASEAN Cosmetic Directive, but there is no single regional approval. Each product is notified to the national authority of each destination market, and that duty sits with a locally established party, not with the manufacturer.
In practice that means a named local licence holder, importer, or distributor in each market: the NPRA in Malaysia, the Health Sciences Authority in Singapore, BPOM in Indonesia, the Thai FDA, the Ministry of Health in Vietnam, the FDA in the Philippines, and the Ministry of Health in Brunei. HE Manufacturing supplies the manufacturing, formula, testing, and packaging documentation agreed for those submissions, and does not replace the local notification holder.
Which tests, ingredient restrictions, label languages, claims, and Halal expectations apply is confirmed per formula and per destination before production. The factory holds JAKIM Halal certification from Malaysia, and we provide the certificate on request. Whether a given destination market recognises JAKIM directly or requires its own local Halal certification is confirmed per market as part of the brief, since recognition arrangements differ by country and product category.
What are your minimum order quantity and lead time for a regional launch?
Minimum order starts at 5,000 units and typical production lead time is 3 to 4 weeks after formula and artwork approval. The exact MOQ depends on the formula, batch size, and pack, and a multi-market launch is usually scoped per SKU.
Can we visit and audit the factory?
Yes. Factory visits and buyer audits are a normal part of qualifying a supplier, and regional proximity makes them practical. Contact the sales team to arrange a visit.
