Halal-Certified Cosmetics Manufacturers in Asia: A Buyer's Shortlist by Hub

Halal certification used to be a differentiator. For a growing share of buyers, especially anyone shipping into the Middle East, Indonesia, or Malaysia, it is now a baseline requirement, and Indonesia's own halal mandate for cosmetics tightens further from October 2026. That shift is pushing more brands to ask the same question earlier in sourcing: which contract manufacturers can actually produce under a valid Halal certificate, not just claim "Halal-friendly" ingredients on a spec sheet.

What "Halal-Certified" Actually Means for a Factory

A Halal certificate is issued to a specific facility, production line, or product against a named standard, not to a company in the abstract. The certifying body matters as much as the claim: JAKIM in Malaysia, BPJPH/MUI in Indonesia, and the Korea Muslim Federation (KMF) or Korea Halal Authority (KHA) in South Korea are among the recognised issuers referenced below.

Malaysia — JAKIM

Malaysia has the deepest bench of JAKIM-certified cosmetics OEMs of any hub in this list, a function of JAKIM's international recognition across the Middle East and Southeast Asia and a domestic Muslim-majority market that has made Halal production standard practice rather than an add-on. South Korea — KMF / KHA

• Kolmar Korea holds Halal certification from the Korea Muslim Federation and Korea Halal Authority, with additional certification recognised in Indonesia (BPJPH), according to Kolmar's own certifications page and reporting on its export approvals. As one of the world's largest cosmetics ODM groups, Kolmar illustrates that Halal certification and large-scale K-beauty ODM production are not mutually exclusive.
• Cosmax, Kolmar Korea's principal rival, holds Halal certification through its Indonesian subsidiary, Cosmax Indonesia, certified under BPJPH/MUI, alongside Korea Muslim Federation certification at its Jecheon plant, per Korea Herald and LPPOM MUI's own reporting.

Indonesia — BPJPH / MUI

Indonesia's certification requirement is becoming the strictest of the three regimes covered here, with a mandatory deadline for cosmetics tightening in October 2026. Cosmax Indonesia is a clear, publicly documented example of a facility certified under this specific regime rather than a Malaysian or Korean scheme extended by reputation alone.

Taiwan — Locally Issued Halal Certificate

Biocrown Biotechnology, a Taiwanese skincare OEM/ODM exporter operating to ISO 22716 cosmetics GMP, added Halal certification in 2019 according to its own published news archive, a less common credential among Taiwanese manufacturers and one worth confirming directly if Taiwan is on a buyer's shortlist.

How to Verify a Certificate Before You Sign

A logo on a website is not proof. Before treating any manufacturer's Halal claim as qualified, work through the same checks regardless of which hub they sit in:

• Ask for the certificate itself, not a logo on a website. A real Halal certificate names the specific facility or product line, an issue date, an expiry date, and a certificate number that can be checked against the issuing body's registry (JAKIM's e-Halal portal for Malaysia, BPJPH's SIHALAL system for Indonesia).
• Confirm the certificate covers the actual product category you need, not an adjacent one. A facility certified for skincare is not automatically certified for haircare or home care run on shared lines.
• Check whether certification is at the company level or the specific plant level, especially for manufacturers with more than one facility, since a Halal certificate does not automatically transfer between plants.
• Ask how ingredient traceability and line segregation are handled on shared facilities, since cross-contamination risk is the most common reason a Halal certificate gets challenged after the fact.
• Cross-reference the certificate number against the issuing body's own public registry rather than trusting a PDF supplied by the manufacturer alone.
