OEM & ODM Manufacturing, Explained
What is the difference between OEM and ODM manufacturing?
OEM (Original Equipment Manufacturer) means we produce a personal care product to a formulation and brand specification you supply. ODM (Original Design Manufacturer) means our in-house R&D team develops the formulation, fragrance, and packaging for you from an initial brief. We offer both models under one roof, so a brand can start ODM and move to OEM as its own formulation IP develops.
Why manufacture personal care and hotel amenities in Malaysia?
Malaysia combines ISO 9001 and cosmetics GMP production systems with Halal certification, RSPO-member sustainable palm sourcing, and export connectivity. For US projects we scope MoCRA responsibilities; for EU projects we coordinate manufacturing documentation with the importer and Responsible Person.
What certifications does HE Manufacturing hold?

What is the minimum order quantity (MOQ) for private label manufacturing?
MOQs are low and flexible, designed to support a brand's first order as well as hotel groups and retail chains scaling into full container programs. Exact MOQs vary by product format and packaging. Share your target volume and we'll confirm what's possible.
Which regions and countries does HE Manufacturing export to?
We currently supply more than 50 hotel brands across 20+ countries, with export-ready documentation and compliance labeling handled end to end for international shipments.
What product categories can be manufactured under one roof?
Body care, hair care, bar soap, baby care, skincare, both wet and dry hotel amenities, and home care (laundry, dishwashing, and waterless powder and compressed formats). Formulation, filling, packaging, and export-ready production are all handled at our Rawang, Malaysia facilities.
