Top Shampoo and Hair Care Manufacturers in Malaysia: An OEM Sourcing Shortlist

Malaysia has become one of Southeast Asia's busiest hubs for OEM and private label hair care, and a search for "shampoo manufacturer Malaysia" returns dozens of factories, agencies, and directories. The difficulty for a buyer is not finding names. It is telling a certified manufacturing plant from a marketing company that resells someone else's production, and telling a hair care specialist from a skincare factory that lists shampoo as an afterthought.
This shortlist was compiled on 3 September 2026 from each company's own website, one source per company. Every certification and product claim below is what that company states about itself; we have not audited any of them, and buyers should verify certificates directly before signing. Where a company does not state something, we say so rather than guess.
Disclosure: HE Manufacturing publishes this site and appears in the list. We have tried to describe competitors as fairly as we describe ourselves.
How to read this list
Three things separate a credible OEM hair care partner from the rest:
- Named certifications, with the issuing body. "GMP-certified" means little without knowing whether it is Malaysia's Ministry of Health GMP, ISO 22716, or an internal claim. Halal certification should name JAKIM or a JAKIM-recognised body.
- A real hair care range. Shampoo alone is easy. Conditioner, masks, serums, and scalp treatments require different rheology, emulsification, and stability work, and a factory that lists them has usually done that work.
- Evidence of a factory, not just an office. An industrial-park address, a facilities page, or a statement about the plant. Several well-ranked "manufacturers" in this category give only an office suite address.

The shortlist
1. HE Manufacturing (M) Sdn Bhd, Rawang, Selangor
Our own facility, included with the disclosure above. Founded in 2012 in Rawang, Selangor. Certifications: ISO 22716, ISO 9001, GMP, and JAKIM Halal; RSPO member; US MoCRA facility registered. Hair care range: shampoo, conditioner, 2 in 1 shampoo and conditioner, scalp care shampoo, clarifying shampoo, hair and body wash, hair masks, leave-in conditioner, hair serums and oils, curl creams, and heat protectants, manufactured for personal care brands, distributors, and hotel amenity programs. Services: OEM, ODM, private label, white label, and contract manufacturing of a brand's own formula. Our hair care manufacturing page and quality process describe the facility; MOQ is confirmed per project rather than published, because it depends on formula, pack, and decoration.
2. Senwill Cosmetic Manufacturing Sdn Bhd, Bayan Lepas, Penang
States Halal (JAKIM), ISO 9001:2015, and GMP certification, with NPRA notification support. Hair care range as stated: everyday, anti-dandruff, volumising, and sulfate-free shampoo, plus conditioner and hair treatment or serum. Services: OEM with custom formula, ODM on a proven base, private label and white label, R&D, packaging and labelling, stability testing, registration, and warehousing. States "small MOQ for startups" without a number. One of the clearest hair-care-specific OEM pages in Malaysia. Also offers OEM coffee and reed diffusers, which is unusual for a cosmetics plant and worth asking about.
3. Everfresh Premium, Lunas, Kedah
States GMP and Halal-compliant production and over ten years of experience. The hair care page is one of the deepest in the set: hair fall control, moisturising, volumising, anti-dandruff, natural or organic, and clarifying shampoo; conditioner; hair mask; deep conditioning treatment; and baby shampoo, in 250 ml and 500 ml packs. Services: OEM, ODM, private label, contract manufacturing, and custom formulation. MOQ not stated. The site carries leftover template text in places, so ask for documentation rather than relying on the page.
4. Skinlab Biochem Resources (M) Sdn Bhd, Johor Bahru, Johor
States Halal, GMP, and ISO 22716 certification in its site header. Hair care range as stated: moisturising shampoo, anti hair loss shampoo, scalp care shampoo, hair conditioner, and hair mist. Services: OEM, ODM, custom formulation, R&D consultation, and private label packaging support. Claims a large formulation library and a large brand customer base. Company registration dates from 2023, so ask about the facility's own history separately from the founders'. MOQ not stated.
5. WeGlobe Marketing Sdn Bhd (Wellsen), Sungai Buloh, Selangor
Brand holder of Wellsen, a salon hair care brand founded in 1993. States that production is carried out by a sister company whose facility is certified to GMP, Halal, HACCP, ISO 14001:2015, and ISO 9001:2015, with its own wastewater treatment plant. OEM hair range as stated: shampoo, repair serum, hair growth tonic, conditioner, hair and scalp care, pomade, clay, and wax. The salon heritage is a genuine strength for styling and treatment formats. Because manufacturing sits with a sister company, confirm which legal entity holds the certificates and which appears on your contract.
6. Fabullite Sdn Bhd, Kuala Lumpur
States that the group was established in 1995 and describes itself as an OEM contract manufacturer with a hair shampoo OEM listing, alongside supplements, slimming products, and makeup. Process as stated: discussion, sampling, registration and production, delivery. Certifications are not stated on the home page and MOQ is not stated. A long-established name, but the breadth of categories means buyers should confirm where hair care is actually made.
7. Khobates Industries Sdn Bhd, Shah Alam, Selangor
Established in 1998 in the MIEL industrial area of Shah Alam. Its site presents own-brand hair care rather than an OEM offer: shampoo, conditioner, salon treatment mask, repair cream, serum, hair tonic, styling wax, and gel, distributed through Malaysian supermarkets and 22 export markets. Certifications and OEM services are not stated. Included because it has one of the deepest real hair ranges in the country; buyers would need to approach it directly to learn whether contract manufacturing is offered.
8. Esthetic Manufacturing Sdn Bhd, Seremban, Negeri Sembilan
Describes itself as an OEM and ODM manufacturer of hair care and skin care products, registered in 2020. The website is thin: certificates are shown as unlabelled images, no specific hair SKUs are listed, and MOQ is not stated. Included for geographic spread and because it is one of the few Negeri Sembilan options that surfaces in search. Treat as a lead to qualify, not a shortlist finalist.
Companies that rank for "shampoo manufacturer Malaysia" but did not make the list
- Produxpro ranks for shampoo manufacturing terms, but its only stated address is an office suite in Petaling Jaya, no certificate is named, and the page headlined "shampoo manufacturer" lists body care products. It reads as a private label agency rather than a factory.
- Intercosmetic Asia Pacific (Sungai Buloh, since 1998) and Q&Z Cosmetics Manufacturing (Puchong, since 1996) are credible certified plants, but their own sites describe colour cosmetics and perfumery, and skincare, body care, and spa products respectively. Neither states hair care, so neither belongs on a hair care shortlist without confirmation.
Narrowing eight to three
- Send the same one-page brief to every candidate. Format, expected first order and annual volume, target markets, and the certifications you need. Our formulation brief checklist is the template. Compare who answers the questions and who sends a price list.
- Ask for the certificates, not the logos. Certificate number, issuing body, scope, and expiry. For Halal, confirm the certificate covers the production site and the product category. Our Halal factory vetting checklist lists what to check.
- Ask which legal entity manufactures. Several companies in this category market under one name and manufacture under another. The contract, the certificates, and the factory should line up.
- Visit, or request a video audit. A hair care line has visible tells: the emulsification and viscosity control for conditioners, the stability chamber, and the filling line's changeover practice. Our post on what happens during a factory audit explains what to look for.
