If you are looking for a shampoo manufacturer in Malaysia, you have probably found a dozen pages describing capability and none stating a minimum order. That makes planning impossible, so here are the numbers first.

We manufacture shampoo, conditioner and hair treatments at our own plant in Kawasan Perindustrian Kundang, Rawang, Selangor. Minimum order starts at 5,000 units and typical production lead time is 3 to 4 weeks after formula and artwork approval. The exact minimum for a given project depends on the formula, batch size, bottle, closure, decoration and labelling method.

Three routes, and what each costs you in time

Choosing the wrong route is the most expensive mistake in a shampoo project, and it is usually made before anyone talks to a factory.

White label. You start from an established formula and spend the project on branding, pack and market preparation. Fastest to market, lowest development cost, and the formula is not exclusive to you. Right when speed or proving a channel matters more than differentiation.

ODM. Our R&D team develops the formula to your brief: cleansing performance, fragrance, viscosity, conditioning profile, claims direction. Meaningfully longer, because development and stability testing come before production. Right when the product itself is the proposition.

OEM. You bring the formula or the specification and we manufacture to it. Timeline depends on how complete your documentation is. Right when you own formulation IP or are adding a second source. Our contract manufacturing page covers technology transfer.

A common pattern is to launch white label to prove the channel, then move to ODM for the second generation once volumes justify development.

What actually drives cost per bottle

Buyers tend to assume the formula is the cost. Usually it is not.

Packaging is frequently the largest line. A bottle, cap, pump and label can exceed the cost of what goes inside, particularly at lower volumes. A premium bottle in a custom colour will move your unit cost more than an upgraded surfactant system.

Fragrance is the most variable input. The range between a simple functional fragrance and a designer-level accord is wide, and it is a straightforward lever if you need to hit a target cost.

Actives and claims. Anti-dandruff actives, specific botanicals and clinically substantiated claims each add raw material cost and, in some cases, testing cost.

Volume, through packaging minimums. Component suppliers price in tiers. Moving from 5,000 to 20,000 units often reduces unit cost more than any formulation change, because you cross a packaging tier.

Decoration method. A pressure-sensitive label is the flexible, low-minimum option. Screen printing and hot stamping look better and carry setup costs and higher minimums.

What a shampoo brief needs

Lead time, realistically

The 3 to 4 week production window is measured from formula and artwork approval, and it is the shortest part of a first project.

Before it: formula selection or development, sampling and your evaluation, stability and compatibility testing where the project requires it, packaging sourcing and any tooling, artwork and label content review. A white label launch with stock packaging is far quicker than a custom ODM range in a bespoke bottle, even though both quote the same production window.

Repeat orders are different. Once the formula, pack and artwork are approved and the components are specified, production is the main variable.

Malaysia is a major producer of palm-derived surfactants, which are the base of most shampoo, so the primary raw material is made locally. What is the minimum order quantity for private label shampoo?

Minimum order starts at 5,000 units per SKU. The exact figure is set more by the bottle, closure and decoration method than by the formula, because packaging components carry their own supplier minimums. A stock bottle with a pressure-sensitive label sits at the lower end; a custom mould sits well above it.

How long does shampoo production take?

Typically 3 to 4 weeks after formula and artwork approval. A complete first project runs longer, because formulation, sampling, testing, packaging sourcing and artwork approval all happen before that window opens. Can you manufacture sulfate-free or silicone-free shampoo?

Yes, both are established formulation directions. Sulfate-free systems use milder surfactants and behave differently on foam and viscosity, which is a sensory decision to make at sampling rather than a simple substitution. What you may claim on pack depends on the final formula and the destination market's rules.

Do you make conditioner and treatments as well?

Yes. Conditioner, masks, treatments, hair oils and shampoo bars are all produced on the same site, which is usually how a range is built. Developing them together keeps fragrance and positioning coherent, and consolidates your shipment.

Can you reproduce a shampoo we already sell?

Often. Send the product, the ingredient list and the specification if you have it. We assess whether it can be reproduced, run trial batches against your reference sample, and agree the specification before commercial production. Where a formulation relies on proprietary raw materials we cannot source, we will tell you rather than substitute silently.

Is a sample free?

Sample terms depend on the route and how much development the sample requires. A stock formula in your pack is a different proposition from a custom development with several iterations. We confirm sample scope, timing and any cost in writing as part of the project review, before work begins.
